Toronto Municipal Code Chapter 629 sets the minimum standards for every property in the city. It covers structural disrepair, but it also covers the conditions hoarding creates: accumulations of waste and debris, vermin, blocked exits and unsanitary interiors. When a neighbour, tenant, firefighter or paramedic raises a concern, an inspector from Municipal Licensing & Standards can visit and issue a Property Standards Order.

The order lists each violation and a compliance date. Most give 7 to 30 days. Owners can appeal to the Property Standards Committee within the window printed on the order, but the clock usually keeps running while they decide. If the work is not done, the city can hire its own contractor to clear and clean the property at the owner's expense. That bill is often 5 to 10 times a documented private quote, it can be added to the property tax roll, and city clearouts keep almost nothing.

Sorting with family adds some time, and so do pests, biohazards and difficult access, but all of that is planned in the written scope so the timeline does not drift.

### Will you throw everything out?

No. Every item is sorted with the family or executor into keep, donate or discard. Photos, documents, cash, jewellery and keepsakes are set aside by hand, and anything you are unsure about goes into a hold box. Donations go to local charities and disposal is documented with weigh tickets.

### Do you clean up after an unattended death?
