Toronto Hoarding Cleanup provides zero-judgment hoarding cleanup, biohazard remediation, crime scene and trauma cleaning, estate cleanouts and Toronto Property Standards Order response for homes, condos, rentals and commercial units across the GTA. Every crew is discreet and unmarked, with plain white vans, plain clothes outside and PPE on inside. We answer 24/7 emergency calls and are usually on site within 2 hours in Toronto.
Facing a Toronto Property Standards Order? In our opinion, a Municipal Code Chapter 629 deadline needs a specialist from day one. Miss it and the city can send its own contractor and bill you 5 to 10 times a documented quote. We assess within 24 hours, start within 72 when the deadline is binding and include the compliance letter.
Our crews are IICRC S540 certified, OSHA 1910.1030 trained and WSIB registered, carry $2M commercial general liability and work with a licensed biohazard carrier for manifested disposal. In 15 years we have restored more than 1,400 properties, from Scarborough bungalows to downtown condo towers, and we are an approved vendor for Toronto Community Housing and several property management firms.
Decontamination is the part most companies skip. We run HEPA air scrubbers and negative air machines, disinfect with quaternary ammonium and sodium hypochlorite, and verify surfaces before handoff. Insurance adjuster coordination, executor records and biohazard disposal manifests are part of every job, not extras.
Why GTA Families + Property Managers Choose Toronto Hoarding Cleanup
Thank you. We got your message.
A crew lead will call or text you back, usually within the hour, 24/7.
When a home reaches this point, regular cleaners and junk haulers cannot handle the biohazards, the legal orders or the emotional weight. These are the four situations we see most.
Years of accumulation make inviting anyone in feel impossible. Zero judgment, unmarked trucks, confidential agreements. Our crew lead meets you first, listens, and nothing happens until you are ready. Most people tell us the hardest part was picking up the phone.
A Chapter 629 order gives 7-30 days. We assess within 24 hours and start within 72. The scope is matched line by line to the order, and the compliance letter is included so the re-inspection goes smoothly.
Discharge planners and case workers need clear paths and hazards removed before a relative can come home. We work to the discharge date, clear the bathroom, bedroom and exits first, and send photos to the family.
Fire code warnings, pest corridors and insurer notices need certified cleanup and disposal manifests. We coordinate with boards, exterminators and adjusters, and the paperwork holds up when someone asks for it.
Eight services cover most of what we do, each with a published CAD price band and a written scope before any work begins.

Square footage and hoarding level
A cluttered single room and a level 5 detached house are different jobs. We rate each room on the Clutter Image Rating scale and price the crew hours that level really takes.
Biohazard presence and PPE level
Waste, sharps, mold, decomposition or heavy droppings mean Tyvek, P100 respirators, HEPA containment and manifested disposal. That adds chemistry, time and carrier fees.
Disposal weight and access
Stairs, condo elevators, street parking and the final weight at the transfer station all move the number. Weigh tickets are kept so you can see exactly what left.

15 Years of Toronto Hoarding and Biohazard Experience
Most cleanup companies treat a Property Standards Order as just another job. We built our process around it. A crew lead reads the order with you, our scope answers each listed violation, and we commit to an assessment within 24 hours and a start within 72 hours when the deadline is binding. Every landlord cleanup includes a compliance letter, a dated photo log and disposal records. Inspectors see exactly what they asked for, and owners avoid a city-forced cleanup that often costs 5 to 10 times a documented quote.
Our vans and box trucks are plain white with no lettering. Crews arrive in everyday clothes and change into Tyvek and respirators inside. Full bags and boxes leave through the most private exit available, often a garage, side door or rear lane, in plain outer packaging. In condos, we book the service elevator for quiet hours and use covered carts. Neighbours usually assume it is a move or a small renovation, and we never correct them.
Our CAD prices are on this page, not behind a phone call. After a free assessment, you get a written scope that lists every room, the crew size, the days on site, the disposal route and the total. We do not quote by the truckload, and the number does not grow mid-job because a basement turned out fuller than expected. Adjusters, executors and property managers get the same document, which saves everyone a round of questions.
Hoarding cleanup is as much about people as possessions. Our crew leads are trained to mediate between a parent and adult children, between siblings, and between an executor and beneficiaries. We agree sorting rules before work starts, keep a hold box for disputed items and send updates to one family contact. Photos, documents, cash and keepsakes are hand-sorted every time. Families tell us this is the part they did not know they needed.
Hoarding is recognized as a mental health condition, and the homes it affects are rarely just messy. Behind the piles we find rodent droppings, mold growing on stored paper, leaks that have rotted subfloors, blocked furnace rooms and sometimes sharps or waste. A crew that only hauls will move those hazards around the house and into the street. A crew that only cleans will refuse the job. The work needs both: biohazard training and the patience to sort a life's belongings with the person who owns them.
It also needs the right paperwork. In Toronto, a home that falls into disrepair can draw a Property Standards Order under Municipal Code Chapter 629. Insurers inspect for fire load and blocked exits. Executors need records for estate accounting. Landlords need evidence for the Landlord and Tenant Board. Our scope, photo logs, weigh tickets and biohazard disposal manifests are designed so that every one of those people gets what they need from a single job.
Most of all, it needs dignity. The person at the centre of a hoarding cleanup is usually exhausted, ashamed or grieving, and the family around them is often scared. We do not use shame words, we do not lecture, and we do not throw anything out without a decision. That is not a slogan. It is the reason this company exists, and it is why families keep referring their neighbours to us, quietly, one phone call at a time.
Every job follows the same containment, compassion and sanitization order, whether it is one room or a whole estate.
Unmarked vehicle, private walkthrough, hazards and keepsakes noted, boundaries agreed with family or executor. The assessment is free and there is no obligation to book.
Written itemized scope and fixed timeline before anything moves. You see every room, the crew size, the days on site and the disposal plan in one document.
Standard vs others: Some operators quote by truckload instead of scope, then add disposal fees mid-job. Our written scope covers manifested disposal upfront.
Crew arrives in plain clothes, changes into Tyvek inside, HEPA negative air keeps odour and spores contained. Sorting happens with you, room by room, at a pace you can live with.
Hospital-grade decontamination, final walkthrough, PSO and insurance documents, carrier manifests. Alex Morrison founded Toronto Hoarding Cleanup in 2010 after his family's own experience with his aunt's Scarborough bungalow, and this final walkthrough is the step he built the company around.
Four ways a hoarded home gets cleared, and what each one really means for your family, your belongings and your budget.
IICRC S540, hospital-grade disinfection, unmarked trucks, keepsakes hand-sorted, PSO documentation.
Surface cleaning only; will not handle mold, droppings, fluids or volume.
Labelled trucks, everything to landfill, no PPE, no decontamination.
After an expired PSO: city contractors, zero item retention, billed to the owner.
Talk to a crew lead, not a call centre. Free discreet assessment, no obligation, 24/7.
Feedback from local families, executors and property managers. First name, last initial and neighbourhood only, always.
“The crew showed up unmarked, respected my mother's dignity, and had the 2-bedroom bungalow cleared and sanitized in three days. Insurance covered most of it.”
“Property manager had a PSO deadline with 10 days left. They had the unit cleared, documented and ready for re-rental within a week. Saved me a $15,000 city-forced cleanup.”
“I was executor for my uncle and had no idea where to start. They catalogued the paperwork for probate and handled the heavy remediation without a word of judgment.”
“We found needles and old food waste in my brother's condo after he went into treatment. Plain van, full suits inside, nobody on the floor knew. The manifests went straight to our adjuster.”
“They talked to the coroner's office so we didnt have to. The smell was gone by day three and they set aside Dad's watch and photo albums for us.”
“Eleven cats had lived in the house. Animal services took them first, then the crew pulled the carpet, sealed the subfloor and the ammonia was finally gone.”
Same crews, same pricing and the same zero-judgment promise in every city. Typically on site within 2 hours in Toronto and within 3 hours across Peel, York and Halton.
Every part of the GTA has its own housing, bylaws and logistics. Here is what we see most often in six of them.
Agincourt, Wexford and Cliffside are full of 1950s and 60s bungalows with full basements, many owned by the same family for decades. Most of our Scarborough jobs involve an aging parent, siblings who disagree and a damp basement where boxes have sat against the foundation for years. We clear exits and the kitchen first, contain any mold, and sort the basement with the family at a pace the parent can accept.
Along Yonge from Sheppard to Finch, high-rise living means one hoarded unit affects many neighbours. Board notices, pest complaints through shared plumbing and service elevator bookings shape these jobs. We coordinate with management and the building exterminator, work under HEPA negative air so the corridor stays clean, and send the board a completion report.
Mimico, New Toronto and Long Branch sit right on Lake Ontario, and their older basements stay damp most of the year. Stored paper and cardboard soak it up, and mold follows. In the Kingsway and Humber Valley, the work is usually a quiet estate clear before a high-value listing, with floors protected and valuables inventoried.
The City Centre around Square One is one of the largest condo markets in Canada. Property managers call us when a unit triggers odour and pest complaints across floors. In older Cooksville and Malton homes, the priority is clearing blocked exits and pest activity so the person living there is safe again.
Woodbridge, Maple and Kleinburg have big homes, three-car garages and cold cellars, and families who live together across three generations. Volume is high, and decisions are shared. We plan the work by zone, agree sorting rules with the whole family and handle religious items, preserves and heirlooms with care.
Cabbagetown, Leslieville and Riverdale semis share walls with the house next door, so odour and pests travel. Victorian plaster, original hardwood and narrow stairs need careful handling, and permit parking makes truck planning matter. We use rear lanes when they exist and keep every loading window short.
Toronto Municipal Code Chapter 629 sets the minimum standards for every property in the city. It covers structural disrepair, but it also covers the conditions hoarding creates: accumulations of waste and debris, vermin, blocked exits and unsanitary interiors. When a neighbour, tenant, firefighter or paramedic raises a concern, an inspector from Municipal Licensing & Standards can visit and issue a Property Standards Order.
The order lists each violation and a compliance date. Most give 7 to 30 days. Owners can appeal to the Property Standards Committee within the window printed on the order, but the clock usually keeps running while they decide. If the work is not done, the city can hire its own contractor to clear and clean the property at the owner's expense. That bill is often 5 to 10 times a documented private quote, it can be added to the property tax roll, and city clearouts keep almost nothing.
Our response is built around the deadline. We assess within 24 hours of your call, read the order with you and write a scope that answers each listed item. When the deadline is binding, we start within 72 hours, and we bring a larger crew rather than stretching the schedule. Every landlord cleanup includes a compliance letter, a dated photo log and disposal records you can share with the inspector before re-inspection. Peel, York and Halton cities issue similar orders under their own by-laws, and the same process applies there.

The standards we train to and the chemistry we use, in plain terms.
The trauma and crime scene cleanup standard. It sets the order of work: assess, contain, remove, decontaminate and verify. Our crews are certified and follow it on every biohazard, death and crime scene job, and its documentation practices shape how we record hoarding cleanups too.
The bloodborne pathogen standard behind our exposure control plan. It covers PPE, decontamination stations, sharps handling and waste packaging. Crews are trained to it and vaccinated for hepatitis B, and we follow Ontario OHSA and WHMIS rules alongside it.
Quaternary ammonium and sodium hypochlorite at labelled dwell times, HEPA negative air machines and HEPA vacuums, and NIOSH N95 or P100 respirators matched to the hazard. We verify key surfaces with ATP testing before handoff so clean is measured, not assumed.
| Standard | Toronto Hoarding Cleanup | Junk Removal | Regular Cleaner |
|---|---|---|---|
| PPE level | Tyvek, nitrile, N95/P100 matched to hazard | Work gloves | Household gloves |
| Biohazard disposal manifests | Licensed carrier, O. Reg. 347 manifest | None, all to landfill | Not offered |
| Decontamination chemistry | Quat ammonium, sodium hypochlorite, ATP verified | None | Retail cleaners |
| Item sorting with family | Keep, donate, discard with hold box | Haul everything | Not offered |
| PSO and insurance documentation | Compliance letter, photo log, itemized scope | Receipt only | Invoice only |
Property Standards Orders from Municipal Licensing & Standards, including accumulations, vermin and unsanitary conditions. Peel, York and Halton cities have their own by-laws, and we work to those too.
Trauma and crime scene cleanup standard for assessment, containment, removal, decontamination and verification after a death, injury or crime.
Bloodborne pathogen protocol for exposure control, PPE and regulated waste, used with Ontario OHSA Reg. 833, WHMIS and O. Reg. 347 waste rules.
Direct answers first. Call if you want to talk any of these through.
Hoarding cleanup in Toronto costs $1,800 to $12,000 for most projects, based on scope, square footage and whether biohazards are present. Whole-house jobs run $3,500 to $12,000, and a single room or small squalor job sits near the low end. The number moves with four things: how many rooms are affected, the hoarding level on the Clutter Image Rating scale, whether there is waste, mold, sharps or pests that need full PPE, and how heavy the disposal load is once sorting is done. Access matters too, so a third-floor walk-up or a condo with a booked service elevator takes more crew hours than a bungalow with a driveway. Every quote is itemized and written before work starts, so you see the scope, the crew size, the days on site and the disposal plan in one document. We never quote by the truckload.
Yes. We use unmarked white vehicles with no lettering, our crews arrive in plain clothes and change into Tyvek suits and respirators inside the home, and there is no biohazard labelling or neighbour-facing signage outside. Sealed bins and boxes leave through the most private exit we can find, often a side door, garage or rear lane. In condos we book the service elevator for quieter hours and use plain covered carts. Conversations with family stay between us and you. Many of our clients tell us the neighbours assumed it was a renovation or a move, and that is exactly how we want it to look.
Yes. We provide itemized scope documents, dated photo logs and biohazard disposal manifests, and we coordinate with adjusters from Intact, Aviva, TD, Allstate, Economical and other major Canadian carriers. Most policies do not cover clutter that built up slowly over years, but sudden events often are covered, such as a burst pipe behind stored items, an unattended death, a sewage backup or a fire. When a claim is possible, we document the loss before anything moves so the adjuster sees the condition as found. We can speak to your adjuster directly, send the scope in the format they ask for, and supply the completion letter and manifests at handoff. Whether we bill the insurer directly depends on the claim, and we will tell you plainly at the assessment.
It is a City of Toronto order issued under Municipal Code Chapter 629 when a property falls into disrepair, including hoarding, vermin or cleanliness issues. An inspector from Municipal Licensing & Standards visits, lists the problems and sets a compliance date. Most orders give 7 to 30 days. You can appeal to the Property Standards Committee inside the window printed on the order, but the clock keeps running while you decide. If the owner does not comply, the city can hire its own contractor to clean the property at the owner's expense, often 5 to 10 times a documented private quote, and the cost can be added to the property tax bill. City clearouts also keep almost nothing. Our response is built around this: assessment within 24 hours, cleanup start within 72 hours when the deadline is binding, and a compliance letter included with every landlord cleanup.
Yes. We coordinate pest extermination and remove droppings, nesting and vector contamination as part of the cleanup scope. Usually a licensed exterminator treats first so activity drops before we start moving contents, then we clear, HEPA vacuum and disinfect, and the exterminator returns for a follow-up once food sources and nesting sites are gone. Mouse droppings are never swept dry because of hantavirus risk, so our crews wet them down with disinfectant and work in P100 respirators. Bed bugs need a different plan, with sealed bagging and heat or chemical treatment arranged before items leave the home.
A single room takes 1 to 2 days, a whole house 3 to 7 days, and a severe level 5 home up to 10 days. Crew size is usually 4 to 6 on whole-house jobs. Sorting with family adds some time, and so do pests, biohazards and difficult access, but all of that is planned in the written scope so the timeline does not drift.
No. Every item is sorted with the family or executor into keep, donate or discard. Photos, documents, cash, jewellery and keepsakes are set aside by hand, and anything you are unsure about goes into a hold box. Donations go to local charities and disposal is documented with weigh tickets.
Yes. Our crews are IICRC S540 certified, coordinate with the coroner's office once the home is released, remove affected flooring and materials, treat odour at the source and provide biohazard disposal manifests. Family does not need to be on site, and personal items are set aside for you.
Yes. We provide probate-friendly documentation including inventory photos and donation and disposal records, coordinate beneficiary items with labels by family member, and hand the home to your realtor ready for sale. Executors who live outside the GTA get remote updates at each stage.
Call (416) 900-4982 for a free in-home discreet assessment. We arrive in an unmarked vehicle, scope the property and give you a written quote with no obligation. If calling feels like too much right now, send a message through our contact page and we will reply by text or call, whichever you prefer.
Tell us what is going on in a sentence or two. A crew lead will call back, book a private walkthrough and put the plan, the timeline and the price in writing. You decide everything after that.
